The Town of Pompey Planning Board held their regularly scheduled meeting on Monday, October 16th at 6:30pm at the Pompey Town Hall. A full video of the meeting can be viewed on the Town of Pompey Facebook Page.
Public Hearing on Perry Real Estate Holdings Broadfield Road Subdivision
After the Board voted unanimously to adopt a negative declaration of SEQR on the proposed subdivision located at 7940 Broadfield Road in Manlius, Planning Board Chair Sue Smith opened the Public Hearing.
Several neighbors spoke out during the Hearing to oppose the project, citing ongoing existing storm water and drainage issues, concerns over well water, site distances from the proposed new driveway location and the potential for accidents, protection of endangered species and archeological sites, affect on property values, potential erosion issues, and concerns that there are no studies or engineering reports done to ensure the neighbors will be protected.
Board members stated that any driveway design must be approved by the Town Engineer or Highway Superintendent prior to issuance of a building permit. The Town Engineer said that, in his opinion, the driveway design shouldn’t hold up approval of the subdivision, as he’s confident that it’s something that can be resolved. The Board also agreed to have the Town Codes Officer go back to the County to re-confirm whether or not they would approve the location of the new driveway, considering the intention to create four housing lots on the property, as well as to look at potential drainage issues.
The Board clarified for the public that this Hearing was for a subdivision only — a division of the parcel into lots on paper only. Any proposed site work or buildings on any of the lots would still have to go through building permit approval. The Board also considered the additional requirement of having Planning Board oversight and approval of any site plans and construction to take place on the subdivided lots.
The Board voted unanimously to postpone a vote on the proposed subdivision and to reopen the Public Hearing next month at their next regularly scheduled meeting on November 20th at 6:30pm.
Lockheed Martin Site Plan Public Hearing
The Board heard public comment on the proposed site plan for a 1,008SF Building to be constructed at the Lockheed Martin facility located at 3254 Windy Hill Lane in Cazenovia.
After the Board voted unanimously to adopt a negative declaration of SEQR on the proposed site plan, the Public Hearing was opened.
Members of the public expressed concerns over diminishing road conditions, increased truck traffic, and noise levels.
After discussing the public’s concerns and closing the Public Hearing, the Board voted unanimously to approve the site plan.
American Tower Site Plan Public Hearing
Public comments were heard on the proposed construction of a standby 80kW Diesel Generator System, Automatic Transfer Switch, Generator Auxiliary Power Distribution, and Remote Monitoring Communications Circuitry for a communication tower tenant located at 7209 Sevier Road. Concerns revolved around noise levels, air pollution/odors, and frequency of use, as well as ensuring proper oversight of the Communications Overlay District in general.
In the absence of a representative from American Tower to respond to questions, the Board voted to continue the Public Hearing at their next regular monthly meeting.
El Hindi Subdivision
The Planning Board heard a preliminary review of an application for a subdivision of land located on Ridge Road, South of No. 5 Road West (Tax ID 030.-04-02.1). The representative for the property owners requested a Public Hearing be set for the Planning Board’s next regular meeting.
